Bellevue approves special assessment for Sal Street, Industrial Drive work

BELLEVUE – Following a public hearing held April 9, the Bellevue Village Board approved a reconstruction assessment for reconstruction on Sal Street and Industrial Drive.

During the meeting, Bellevue Public Works Director Teal Spellman said that the village’s municipal code provides a definition for “reconstruction and reconditioning.”

“Reconstruction involves a complete rebuilding of the sub-grade aggregate base and the pavement also will involve installation or replacement of concrete curb and gutter and driveway apron,” she said.

“Then reconditioning is more of a rehabilitation process that pulverizes it — the PES pavement — mixes it with underlying aggregate, and then after that process, the new pavement is placed on top. There will also be driveway and curb and gutter replacement within this project, all nonconforming driveway evens are going to be replaced with concrete in this section. So it is our code that those are concrete and there are substandard driveways in this assessment district. So those will be corrected with this project, and then also all curb and gutter are going to be removed with this project — mostly due to drainage — but also poor condition of that.

“Storm sewer replacement is a very large portion of this project. It is a majority of this project; cost-wise, out of the $3 million it’s $2 (million.) So it’s quite substantial for this project, catch basins, manuals, lateral reconnections, there’s a pond that’s going in and that’s located on the property. The village acquired earlier; I don’t remember this year, late last year, but in the recent past, we required or acquired those parcels for construction of that pond.”

Staff said that of the $3.055 million required for the overall project, the village will assess 1.96 of it, or 36% of the cost.

Residents may also be eligible for an over-width credit.

“There are 53 lots located within the Village of Bellevue’s limits for the above-mentioned project roadways, all with non-residential zoning. Because the properties in the assessment district are all non-residentially zoned, the amount to be levied and charged against a parcel is determined to be on a per foot basis,” a village memo stated.

Board members voted to approve a resolution for the levy of special assessment for benefitting properties, 5-0.

Stelor Acres plat map approved

The board also approved an amended final plat for Stelor Acres, which will include 71 single-family residential lots and three outlots located east of Servant Way and north of Eaton Road (County Highway JJ).

A Planned Development District overlay was approved on Oct. 9, 2024, and a preliminary plat was approved by the village board on Jan. 8.

The Plan Commission recommended unanimous approval of the preliminary plat on March 18.

The board voted 4-1 to approve.
