Bellevue board approves ‘Clover Fields’ preliminary plat

BELLEVUE – During its July 9 meeting, the Bellevue Village Board unanimously approved a preliminary plat from Umentum Darrell Partnership LLP & Snow Creek LLC for the development of “Clover Fields.”

The approval contained 15 recommendations, including a connection to Manitowoc Road from Clover Meadows Court be added to the proposed plat.

“Initially, the applicant was again requesting the 69 single-family residential lots, the two-family residential lots, the one multi-family lot and an outlot on those parcels. But based on the zoning, that’s going to change somewhat. It’s eliminating that multi-family lot at the time that we sit right now. So that lot will now be identified as R1, so all the proposed single family residential lots that are included in this subdivision are proposed to meet all the minimum space scenario requirements for the R1 district that’s a minimum lot size of 11,000 square feet and a minimum lot width of 80 feet,” explained Bellevue Director of Community Development Andrew Vissers.

“So the proposed subdivision proposes to… remove that connection to Manitowoc Road.

“Staff is not supportive of the removing of that street connection. The comprehensive plan supports a well-connected street network in order to provide more options for vehicles, bicyclists and pedestrians, and to avoid congested streets and busy areas. It also states, under Goal 1 in the transportation chapter to minimize cul-de-sacs where they eliminate street connections.

“This proposes to eliminate a street connection and create a cul-de-sac. We have a concern with that, because that’s in conflict with our comp plan. You know, the removal of this connection would have all of that traffic flow back through an existing subdivision that experiences minimal traffic at this time. Although roads are intended to be driven on, the connection to Manitowoc Road will allow less trips through that neighborhood, depending on the driver’s destination. It won’t eliminate all the trips, but it will start.

It will lessen it because you have more points of access into this area. So, we would advocate for retaining that connection and adding that back into the plan.”

The item will return to the board for final approval.
