Howard approves preliminary plans for apartment/hobby storage condominium project

HOWARD – During its April 28 meeting, the Howard Village Board approved a Preliminary Planned Development District (PDD) from J&M Residential to construct eight multi-family buildings — 84 total apartment units — and six contractor buildings — 15 units — located at 809 Taylor Street.

The Howard Plan Commission approved the Preliminary PDD during its April 21 meeting.

“The multi-family portion of the site will be 5.75 acres and consist of 84 units. All the buildings will be two stories and have detached garages. The mixture of units will be four 12-unit buildings, three 10-unit buildings and one 6-unit building. All the units will be a mix of one- and two-bedroom units, all with detached garages,” a memo from Howard Community Development Director Dave Wiese to the board of trustees stated.

“Rents will range from $1,300-$1,700. The site will have two access points — one on Vincent Road and a second on the south end of the site onto Taylor Street.”

The approximate construction cost of each unit is $160,000, and $13.5 million for the total project.

“The contractor/hobby storage condominium units will be on 5.76 acres consisting of a mixture of three-unit buildings, each unit containing 1,500 square feet. The plan for the units is to store RVs and travel trailers. The units will have 14-inch overhead doors and typically a service door.

“The units can be built out as extensively as the client wants them. There will be the availability of sanitary and water hookups for each unit.

“The site will have a single access point onto Vincent Road and a cul-de-sac turn-a-round within the project. The north side of the project faces Vincent Road and is planned to be a landscaped berm. The buildings that face the road will be treated with higher-value finishes, including some masonry and metal with earth-tone colors.

The approximate construction cost for the contractor/hobby storage condominium units is $100,000 for a basic unit and $1.5 million for the full project (based on the basic unit costs.)

The PDD was approved through the April 28 consent agenda with no discussion.

Construction on the multi-family unit and the contractor/hobby storage units is slated to begin in the fall of 2025.
