Newcap grant transfer approved for 134 Northeast Wisconsin families

GREEN BAY – On March 31, Newcap — a nonprofit serving 10 Wisconsin counties since 1965 — announced it would cease operations, ending its role administering key housing and supportive service grants.

As a result, 134 families were at risk of homelessness if HUD did not transfer those grants to other nonprofit agencies.

The Wisconsin Balance of State Continuum of Care submitted requests to HUD to transfer the critical housing grants to eligible and qualified nonprofits to ensure continuity of services.

U.S. Senator Tammy Baldwin demanded that the Trump Administration stop 134 Wisconsin households from potentially becoming homeless and approve the transfer of Wisconsin nonprofit, Newcap, grants to other capable, qualified and willing organizations, noting that other compliant and experienced nonprofit agencies had agreed to take on their grants to ensure that the 134 Wisconsin families Newcap served can continue receiving housing support.

“I write today to reiterate my request to immediately transfer four U.S. Department of Housing and Urban Development Continuum of Care grants from the organization Newcap to other experienced, compliant nonprofit agencies. Without these transfers, 134 families in northeast Wisconsin are at imminent risk of homelessness,” Baldwin wrote to HUD Secretary Turner.

“134 Wisconsinites are depending on this assistance and require your support without delay,” Baldwin concluded.

Senator Baldwin’s office worked closely with the Wisconsin Balance of State Continuum of Care, local officials, constituents and HUD to advocate for swift grant transfer approval to keep these families housed.

This week, Baldwin followed up on her demand with a phone call to Turner and confirmed that the funding would be transferred.

“134 Wisconsinites should never have had to worry about not having a roof over their head just because the Trump Administration wouldn’t complete some paperwork,” said Senator Baldwin. “We have capable, qualified and willing organizations that can help ensure these Wisconsinites will not lose their homes, and it is welcome news that the Administration heeded my calls and is putting these families first.”

“After hearing from my constituents in Green Bay who were in danger of becoming homeless because of the collapse of Newcap, I urged HUD to transfer its housing assistance grants to other qualified organizations. I am glad HUD will do so, and many of our neighbors can sleep easier tonight. I appreciate Senator Baldwin’s efforts on this issue,” said State Senator Jamie Wall.

“I’m very glad to see the federal government has approved the transfer of money from Newcap to other qualified organizations. This is a small but important breakthrough. I’m hopeful that resources will flow quickly, and local families will continue to receive the support they need,” added State Representative Ryan Spaude.
